The Demands of the Golden Triangle Community

The Golden Triangle Community Crisis Committee (GTCCC) is a community-based organisation that is organising the community of the Golden Triangle (Freedom Park, Siyaya, St. Martin, Mahala Park, Devland Extension 27, Lindela and Zimbabwe) around basic services, housing and worker rights.
On 24 February 2007, the GTCCC convened a community mass meeting which articulated the demands and needs of various sections of our community. Besides this the mass meeting, members of the GTCCC have been visiting various sections of the Golden Triangle with the objective to collect more demands. Therefore this memorandum has gone through an extensive consultation and democratic process.
Our demands to the Eldorado Park Municipality are the following: -
1. We want the development and the construction process in the area to be controlled by the community and its various democratic structures. In other words, a democratically elected committee comprised of community members must oversee and control the development process.
2. The Community Liaison Officers (CLO) have to be democratically elected and be accountable to the community.
3. We are also demanding transparency and accountability from the councillors and the municipality. We want information on the future plans of the council so that the community can take charge of the development process.
4. The houses that are built are worse than match-box houses of apartheid regime. We demand that proper houses be built. By this we mean a house that is 60 square meters with interior toilet, bathroom, heating system and a telephone line. We also demand that all community members that are over the age of 21 be allocated 350 square meter-stands.
5. The state and the municipality have to ensure that the community has uninterrupted access to water, electricity, health, HIV AIDS treatment, and education. All these services have to be provided free of charge. The community has to control the provision of all these services.
6. Workers working on the construction sites in the community must enjoy all trade union rights as entrenched in the constitution and all related pieces of legislation.
7. Development in the area should include the building of community centres such as community halls, playgrounds, public crèches, parks and libraries.
8. The development must contribute to the reduction of unemployment in the area.
9. Public education that is fully supported by state funds has to be delivered. It has to include teaching that inculcates an egalitarian culture. Students must have access to books, learning materials, a proper feeding scheme, libraries and a state funded uniform.
10. We demand that development in the area be suspended until the municipality meets all these demands.
The municipality has to study these demands and come back to the GTCCC no later than 31 March 2007.
